1 AN ACT making and concerning appropriations for the fiscal years ending
2 June 30, 2023, June 30, 2024, and June 30, 2025, for the university of
3 Kansas medical center; relating to conducting certain clinical trials at
4 the midwest stem cell therapy center.

6 Be it enacted by the Legislature of the State of Kansas:
7 Section 1.
8 UNIVERSITY OF KANSAS MEDICAL CENTER
9 (a) There is appropriated for the above agency from the state general
10 fund for the fiscal year ending June 30, 2023, the following:
11 Midwest stem cell therapy center (683-00-1000-0800)..................$500,000
12 Provided, That expenditures may be made from the midwest stem cell
13 therapy center account in an amount not to exceed $500,000 for the
14 purpose of conducting clinical trials to treat patients with COVID-19 and
15 other respiratory diseases using MSCTC-0010 cells developed at the
16 midwest stem cell therapy center: Provided further, That such expenditures
17 shall be made solely under the direction and control of the director of the
18 midwest stem cell therapy center.
19 Sec. 2.

21 (a) Any unencumbered balance in the midwest stem cell therapy
22 center account (683-00-1000-0800) in excess of $100 as of June 30, 2023,
23 is hereby reappropriated for fiscal year 2024: Provided, That during the
24 fiscal year ending June 30, 2024, expenditures may be made from the
25 midwest stem cell therapy account in an amount not to exceed $500,000
26 for the purpose of conducting clinical trials to treat patients with COVID-
27 19 and other respiratory diseases using MSCTC-0010 cells developed at
28 the midwest stem cell therapy center: Provided further, That such
29 expenditures shall be made solely under the direction and control of the
30 director of the midwest stem cell therapy center.
31 Sec. 3.

35 is hereby reappropriated for fiscal year 2025: Provided, That during the
36 fiscal year ending June 30, 2025, expenditures may be made from the

2 for the purpose of conducting clinical trials to treat patients with COVID-
3 19 and other respiratory diseases using MSCTC-0010 cells developed at
4 the midwest stem cell therapy center: Provided further, That such
5 expenditures shall be made solely under the direction and control of the
6 director of the midwest stem cell therapy center.
7 Sec. 4. This act shall take effect and be in force from and after its
8 publication in the Kansas register.
