SUBJECT: Fiscal Note for SB 45 by Senate Committee on Ways and Means
In accordance with KSA 75-3715a, the following fiscal note concerning SB 45 is
respectfully submitted to your committee.
SB 45 would change the current household income eligibility requirement for the Kansas
Children’s Health Insurance Program (CHIP) from 250.0 percent of the 2008 federal poverty level
to 250.0 percent of the current federal poverty income guidelines.
The bill would also remove the current eight month waiting period requirement from the
program for newly enrolled participants with a family income over 200.0 percent of the federal
poverty income guidelines that previously had comprehensive health benefit coverage through
another policy.
The Kansas Department of Health and Environment states that enactment of SB 45 would
not result in any additional expenditures in FY 2023 or FY 2024 as the agency has already
implemented this change in accordance with a budget proviso passed in the 2022 Legislative
Session. The bill would bring the statute in line with current practice and the agency does not
anticipate a fiscal effect. Program expenditures for the CHIP program included in The FY 2024
Governor’s Budget Report include eligibility of up to 250.0 percent of the current federal poverty
income guidelines.
