SUBJECT: Fiscal Note for HB 2049 by Robert G. (Bob) Bethell Joint Committee on
Home and Community Based Services and KanCare Oversight
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2049 is
respectfully submitted to your committee.
HB 2049 would prohibit the Secretary of the Kansas Department for Aging and Disability
Services (KDADS) from adopting guidelines that would require Certified Nurse Aid (CNA)
training courses instruction to be longer than 75 hours.

KDADS indicates that HB 2049 could increase agency expenditures by $105,000 from the
State General Fund for FY 2024. The agency indicates the bill could require up to 2.00 additional
temporary FTE positions ($60,000) to aid the agency’s Health Occupations Credentialing
Education and Certification Administrator to implement changes. The agency would need to
establish a CNA committee to help review and establish curriculum that meets the 75-hour limit,

update all forms and documents, meet with course sponsors, and establish three CNA exams. The
bill would also require database changes ($45,000) to reflect changes to database business, the
course application website, the Kansas Nurse Aide Registry, and interface testing. Any fiscal
effect associated with HB 2049 is not reflected in The FY 2024 Governor’s Budget Report.
