Dear Representative Proctor:
SUBJECT: Fiscal Note for HB 2054 by House Committee on Elections
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2054 is
respectfully submitted to your committee.
Currently, a candidate seeking a recount must make the request by 5:00 pm on the second
Friday following the election day. HB 2054 would change the deadline to the day following the
last meeting of the county board of canvassers canvassing votes in the election for which the
recount is requested.
Under HB 2054, the Secretary of State indicates it would use existing resources to provide
training and update manuals for county election officials; update the agency’s website; update
public documents and information; and work with media, political parties, candidates, and the
public to ensure knowledge of the updated deadlines concerning recounts for office. Any fiscal
effect associated with HB 2054 is not reflected in The FY 2024 Governor’s Budget Report.
The Kansas Association of Counties indicates that HB 2054 would not have fiscal effect
on counties because payment of expenses for recounts would not be changed.
