The Honorable Mike Thompson, Chairperson
Senate Committee on Federal and State Affairs
300 SW 10th Avenue, Room 144-S
Topeka, Kansas 66612
Dear Senator Thompson:
SUBJECT: Fiscal Note for SB 36 by Senate Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning SB 36 is
respectfully submitted to your committee.
SB 36 would amend the Kansas Act Against Discrimination by adding “ancestry” and
“protective hairstyles” to the list of terms used in the Act. “Ancestry” would be defined as
inclusive traits historically associated with a person’s ancestry, including, but not limited to, hair
texture and protective hairstyles. “Protective hairstyles” would include but would not be limited
to hairstyles such as braids, locs and twists.
The Kansas Human Rights Commissions indicates the bill could increase the number of
complaints filed with the agency. However, the Commission estimates that any increase to the
number of complaints could be absorbed within existing resources. Any fiscal effect associated
with SB 36 is not reflected in The FY 2024 Governor’s Budget Report.

Sincerely,

Adam Proffitt
Director of the Budget
