Dear Senator Alley:
SUBJECT: Fiscal Note for SB 307 by Senate Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning SB 307 is
respectfully submitted to your committee.
SB 307 would amend existing law concerning the deadline for receipt by mail of advance
ballots. The bill would change that deadline from the third day following the date of the election
to 7:00 p.m. on the day of the election. The bill would prohibit any elected or appointed official
or court from changing this deadline.
According to the Secretary of State, enactment of SB 307 would have no fiscal effect on
the agency. The requirements of the bill could be accomplished using existing resources.
The Kansas Association of Counties indicates that enactment of the bill may result in the
counties requiring some additional election day staffing at the close of the polls to complete the
intake of ballots; however, the Association is unable to estimate what the cost of that staffing might
amount to.
