SUPPLEMENTAL NOTE ON SENATE BILL NO. 304

Brief*
SB 304 would remove the expiration date of May 1,
2021, contained in the COVID-19 Contact Tracing Privacy
Act. The bill also would remove an outdated reference to the
adoption of rules and regulations to implement the Act.
The bill would be in effect upon publication in the
Kansas Register.

Background
The bill was introduced by the Senate Committee on
Federal and State Affairs at the request of Senator Petersen.

Senate Committee on Judiciary
In the Senate Committee hearing on March 26, 2021,
written-only proponent testimony was provided by
representatives of Americans for Prosperity-Kansas and
Opportunity Solutions Project.
Written-only opponent testimony was provided by
representatives of the Kansas Association of Local Health
Departments and the Kansas Public Health Association. No
other testimony was provided.

Fiscal Information
According to the fiscal note prepared by the Division of
the Budget, the Kansas Department of Health and
Environment indicates enactment of the bill would have no
