SUBJECT: Fiscal Note for SB 280 by Senate Committee on Ways and Means
In accordance with KSA 75-3715a, the following fiscal note concerning SB 280 is
respectfully submitted to your committee.
SB 280 would require $100,000 from the levy on gross cash receipts on all fire insurance
premiums in Kansas to be deposited into the State General Fund before the remainder is distributed to
the Office of the State Fire Marshal, the Board of Emergency Medical Services, and the Kansas Fire
and Rescue Training Institute of the University of Kansas.
The Office of the State Fire Marshal notes that the bill would codify a budget proviso that
has been included in the annual appropriations bill for the past several years. Enactment of the bill
would no longer make it necessary to include such a proviso in the annual appropriations bill and
would have no fiscal effect on the agency.
The Kansas Fire and Rescue Training Institute indicates that enactment of the bill would
support its continued operations and work in local communities but would have no fiscal effect.
The Insurance Department and the Board of Emergency Medical Services indicate enactment of
the bill would have no fiscal effect on the agencies. Any fiscal effect associated with SB 280 is
not reflected in The FY 2022 Governor’s Budget Report.
