Dear Senator Kerschen:
SUBJECT: Fiscal Note for SB 269 by Senate Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning SB 269 is
respectfully submitted to your committee.
SB 269 would align existing law concerning dangerous regulated animals with federal
statutes, as amended and in effect on July 1, 2021. This alignment would cause existing Kansas
statutes concerning dangerous regulated animals to be amended to exempt nonhuman primates and
wolves and establish new requirements and prohibitions related to possessing and selling
nonhuman primates and wolves. In addition, the bill would prohibit any person from allowing a
dangerous regulated animal to be in proximity to members of the public, including from offering
photographic opportunities next to dangerous regulated animals. Exemptions from the
requirements of the bill would include supervised encounters with lemurs to members of the public
provided by institutions accredited by the Association of Zoos and Aquariums or the Zoological
Association of America and motion picture or television production companies who have
contracted with a dealer, exhibitor or carrier licensed or registered under federal law for the
transportation, purchase, exhibition or use of legally owned dangerous regulated animals.
According to the Kansas Department of Agriculture, enactment of SB 269 would have no
fiscal effect on the expenditures or revenues of the agency.
