SUBJECT: Fiscal Note for SB 258 by Senate Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning SB 258 is
respectfully submitted to your committee.
SB 258 would clarify that a special order shipping license would commence the date
specified on the license rather than the date the license was issued by the Director of Alcoholic
Beverage Control. The bill would also require special order shipping licensees to electronically
remit gallonage taxes on a quarterly basis.
The Department of Revenue indicates SB 258 would increase information technology
expenditures by $1,150 in FY 2022. However, if the combined effect of implementing this bill
and other enacted legislation exceeds the Department’s programming resources, or if the time for
implementing the changes is too short, expenditures for outside contract programmer services
beyond the Department’s current budget may be required. Any fiscal effect associated with SB
258 is not reflected in The FY 2022 Governor’s Budget Report.
