SUBJECT: Fiscal Note for HB 2359 by House Committee on K-12 Education Budget
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2359 is
respectfully submitted to your committee.
HB 2359 would create the “nonproficient student weighting” in the school finance formula.
The weighting, which would begin during the 2021-2022 school year (FY 2022), would be a
function of the number of students who scored below proficiency or failed to meet the standards
established by the State Board of Education for either mathematics or reading in the state
assessments in the preceding school year multiplied by 0.0802.

According to the Department of Education using data from the 2020-2021 school year,
approximately 89,000 students would qualify for the nonproficient student weighting. Using this
data, while applying a weighting of 0.0802 and the FY 2022 Base Aid for Student Excellence
(BASE) of $4,706, the bill would require an increase in FY 2022 State Foundation Aid totaling

$33,590,487, all from the State General Fund (89,000 students X 0.0802 weighting X $4,706
BASE = $33,590,487). Any fiscal effect associated with HB 2359 is not reflected in The FY 2022
Governor’s Budget Report.
