SUBJECT: Fiscal Note for HB 2330 by House Committee on Energy, Utilities and
Telecommunications
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2330 is
respectfully submitted to your committee.
HB 2330 would amend existing law concerning electric public utilities to authorize certain
sales of electricity pursuant to power purchase agreements and exempt such sales from the Retail
Electric Suppliers Act and certain renewable energy suppliers from public utility regulation. The
bill would amend the definition of “customer-generator,” as used in the Net Metering and Easy
Connection Act to include a person that contracts with an owner or operator under the provisions
of the bill.
According to the Kansas Corporation Commission, enactment of HB 2330 would have no
fiscal effect on the agency.
