Dear Representative Carpenter:
SUBJECT: Fiscal Note for HB 2326 by Representative Lee-Hahn
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2326 is
respectfully submitted to your committee.
HB 2326 would amend existing law concerning elections to require each precinct
committeeman or committeewoman to report to his or her county election officer their address,
phone number and email address, if available. This information would not be considered a public
record under the Kansas Open Records Act but must be disclosed to the appropriate chairperson
of the county central committee and state party chairperson.
According to the Secretary of State, enactment of HB 2326 would have no fiscal effect on
the agency. The Kansas Association of Counties indicates that enactment of the bill could have a
fiscal effect on the counties of Kansas as the county clerks would need to protect this personally
identifiable information from disclosure. The Association is unable, however, to estimate what
that fiscal effect might amount to.
