The Honorable Kellie Warren, Chairperson
Senate Committee on Judiciary
Statehouse, Room 441B-E
Topeka, Kansas 66612
Dear Senator Warren:
SUBJECT: Fiscal Note for SB 196 by Senator Haley
In accordance with KSA 75-3715a, the following fiscal note concerning SB 196 is
respectfully submitted to your committee.
SB 196 would require a convicted defendant to pay restitution for the purpose of supporting
minor children if a crime caused the death or incapacitation of a victim who has minor children.
Prior to sentencing, the court would conduct a hearing to establish the amount of restitution or
state in detail on record why restitution is unworkable.
The Office of Judicial Administration indicates that enactment of the bill would have a
negligible fiscal effect that could be absorbed within existing resources. Any fiscal effect
associated with SB 196 is not reflected in The FY 2022 Governor’s Budget Report.

Sincerely,

Adam Proffitt
Director of the Budget
