SUBJECT: Fiscal Note for SB 186 by Senate Committee on Transportation
In accordance with KSA 75-3715a, the following fiscal note concerning SB 186 is respectfully
submitted to your committee.
SB 186 would allow the Kansas Department of Transportation (KDOT) to construct toll or
turnpike projects. The bill would allow the Secretary of Transportation to use toll revenues to support
public transit or other transportation improvements on the corridor where the turnpike or toll project
was constructed. SB 186 would also allow the Secretary to exempt public transit vehicles from being
charged tolls when using tolled lanes on any toll or turnpike project constructed by KDOT. The bill
would allow the Secretary to contract with the Kansas Turnpike Authority to set, collect, and enforce
non-payment of tolls for a project developed under the bill’s provisions.
KDOT indicates the agency has not constructed any toll or turnpike projects, so at this time,
there would be no fiscal effect on agency operations. However, if KDOT did construct a toll or
turnpike project in the future, the bill would allow the agency to use toll revenues towards public
transit or other improvements, and it would also allow the Secretary to exempt public transit vehicles
from toll charges. Any fiscal effect associated with SB 186 is not reflected in The FY 2022
Governor’s Budget Report.
