SUBJECT: Fiscal Note for HB 2284 by House Committee on Agriculture
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2284 is
respectfully submitted to your committee.
HB 2284 would require the Secretary of Wildlife, Parks, and Tourism to reduce the fee
charged for the use of a camp site, cabin, or other designated area at a state park for Kansas
residents 65 years of age and older by 50.0 percent. The reduced rate would not be applied on a
Friday, Saturday, or legal holiday.

The Department of Wildlife, Parks and Tourism states that the purpose of the bill is to
increase campsite participation on non-weekend days. The increased activity would require
additional positions and also increase related expenditures, such as utilities, maintenance and trash.
However, these expenditures cannot be determined because the increased activity cannot be
estimated. Based on the categories of permits or licenses sold that require a birthdate, the bill

would reduce revenues by at least $778,525 based on FY 2020 participant usage. Any fiscal effect
associated with HB 2284 is not reflected in The FY 2022 Governor’s Budget Report.
