SUPPLEMENTAL NOTE ON HOUSE BILL NO. 2248

Brief*
HB 2248, as amended, would update statutes related to
the distribution of state financial assistance to local health
departments. The bill would increase the amount received by
local health departments, upon application, to $12,000, if the
allocation of total state financial assistance for the applicable
fiscal year is $3.0 million or greater, subject to appropriation.
If the total state financial assistance for the fiscal year is less
than $3.0 million, each local health department, upon
application, would receive $7,000, subject to appropriation.

Background
The bill was introduced by the House Committee on
Appropriations at the request of Representative Will
Carpenter.

House Committee on Social Services Budget
In the House Committee hearing, a representative of the
Kansas Association of Local Health Departments provided
proponent testimony, stating the minimum amount of $7,000
has not been adjusted since 1992, and the update is an
important step in supporting local health departments to
provide quality services.

In the Senate Committee hearing, a representative of
the Kansas Association of Local Health Departments
provided proponent testimony.

Department, KDHE, Kansas Public Health Association, Kiowa
County Health Department, Linn County Health Department,
McPherson County Health Department, Sherman County
Health Department, Trego County Health Department, and
Wallace County Health Department.
No other testimony was provided.
The Senate Committee amended the bill to lower the
minimum amount received by local health departments, upon
application, from $15,000 to $12,000.

Fiscal Information
According to the fiscal note prepared by the Division of
the Budget on the bill as introduced, KDHE indicates
increasing the minimum state financial assistance to local
health departments could not be accomplished within existing

agency resources. The bill would not appropriate additional
resources from the State General Fund. Both KDHE and the
Kansas Association of Counties note enactment of the bill
would primarily affect county governments. Any fiscal effect
associated with enactment of the bill is not reflected in The
FY 2022 Governor’s Budget Report.
