Dear Senator Bowers:
SUBJECT: Fiscal Note for SB 157 by Senator Holscher
In accordance with KSA 75-3715a, the following fiscal note concerning SB 157 is
respectfully submitted to your committee.
Current law requires election commissioners in counties with populations exceeding
130,000 to be appointed by the Secretary of State. Under the provisions of SB 157, election
commissioners in those counties would be elected for a term of four years beginning with the
general election in 2022. The county election commissioner would be required to execute and file
a corporate security bond before taking office, and the bill would establish the means of filling a
vacancy in the office, should one occur. The bill would also make technical corrections to statutory
primary and general election ballots.
According to the Secretary of State, enactment of SB 157 would have no fiscal effect on
the agency. The Kansas Association of Counties indicates that enactment of the bill could have a
fiscal effect on the counties affected, but is unable to estimate what that effect would be.
