Dear Senator Billinger:
SUBJECT: Fiscal Note for SB 140 by Senator McGinn
In accordance with KSA 75-3715a, the following fiscal note concerning SB 140 is
respectfully submitted to your committee.
SB 140 would change the membership and requirements of the Kansas State Employees
Health Care Commission. Under current law, one of the members must be a current state employee
in the classified service under the Kansas Civil Service Act and another member must be a person
who retired from a position in the classified service under the Kansas Civil Service Act. The bill
would remove the above requirements for membership. SB 140 would specify that one member
must be a current state employee who is currently enrolled in the State Healthcare Benefits
Program Group Health Insurance Medical Plan. The other member would be a person who retired
from a position in state service and who is currently enrolled in the State Healthcare Benefits
Program Group Health Insurance Medical Plan.
According to the Department of Administration, enactment of SB 140 would have no fiscal
effect on agency operations.
