1 A CONCURRENT RESOLUTION urging the U.S. congress to extend
2 daylight saving time throughout the year for the whole nation.

4 WHEREAS, The congress of the United States has adopted various
5 versions of daylight saving time since 1918, when the policy
6 originated to support the war industries; and
7 WHEREAS, Continuous daylight saving time was observed during World
8 War II, referred to as War Time, and was reinstated during the 1973 oil
9 embargo; and
10 WHEREAS, Daylight saving time is a policy issue for many states; and
11 WHEREAS, State legislation that provides for advances in time or
12 changeover dates is superseded to the extent it differs from federal law
13 under 15 U.S.C. § 260a; and
14 WHEREAS, The United States secretary of transportation enforces
15 uniform application of 15 U.S.C. § 260a across all time zones; and
16 WHEREAS, Arizona, except for its Navajo Nation residents, Hawaii and
17 the insular territories are exempt from the biannual time changes; and
18 WHEREAS, Congress has noted such benefits as more daylight,
19 increased outdoor playtime for the children and youth of our nation,
20 greater utilization of parks and recreation areas and expanded
21 economic opportunity through extension of daylight hours to peak
22 shopping hours; and
23 WHEREAS, Federal government analysts have further identified positive
24 effects relating to energy savings, traffic safety and crime reduction;
25 and
26 WHEREAS, The sunshine protection act of 2019, introduced in the 116th
27 Congress, would institute permanent daylight saving time nationwide;
28 and
29 WHEREAS, Without congressional action, daylight saving time resumes
30 on the second Sunday in March every year and ends on the first
31 Sunday in November every year: Now, therefore,
32 Be it resolved by the House of Representatives of the State of Kansas, the
33 Senate concurring therein: That the Kansas legislature urges the

1 congress of the United States to extend daylight saving time
2 throughout the year for the whole nation; and
3 Be it further resolved: That the Chief Clerk of the House of
4 Representatives shall send an enrolled copy of this resolution to the
5 presiding officers of each house of congress, each member of congress
6 from Kansas and to the office of general counsel of the United States
7 department of transportation.
