SUBJECT: Fiscal Note for SB 109 by Senator Pittman
In accordance with KSA 75-3715a, the following fiscal note concerning SB 109 is
respectfully submitted to your committee.
SB 109 would require the Kansas Commission on Veterans Affairs Office (KCVAO) to
apply to the US Department of Veteran Affairs for construction of a new state veterans home
facility located in Douglas, Jefferson, Leavenworth, Shawnee, or Wyandotte county. The
application would need to be submitted on or before April 15, 2022.
The KCVAO indicates the application would require documentation that there is a
reasonable basis to conclude that the facility will be fully occupied, state authorization for the
project, a certificate of matching funds, a five-year capital plan for the state’s veteran’s home
program, and a financial plan for the new facility’s first three years of operations. Obtaining the
information for the application would require staff time and possibly the use of outside contractors,
but the KCVAO estimates it could be accomplished within existing resources. Any fiscal effect
associated with SB 109 is not reflected in The FY 2022 Governor’s Budget Report.
