SUBJECT: Fiscal Note for HB 2177 by House Committee on Local Government
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2177 is
respectfully submitted to your committee.
HB 2177 would establish a procedure for cities or counties to assume the powers,
responsibilities, and duties of any special district located within a city’s corporate limits or a
county’s boundaries and would provide for the dissolution of the special district. Special districts
would include airport authorities, cemetery districts, draining districts, fire districts, industrial
districts, library districts, port authorities, rural water districts, sewer districts, and rural watershed
districts. Upon the dissolution of the special district, cities or counties would acquire the property,
funds, and assets of the special district and would be responsible for the payment or retirement of
any special district debts or obligations.
The League of Kansas Municipalities indicates that a fiscal effect cannot be estimated. The
Kansas Association of Counties indicates that enactment of the bill could result in efficiencies and
consolidation of services, which may decrease expenditures for counties. However, a precise fiscal
effect cannot be determined.
