SUBJECT: Fiscal Note for HB 2159 by House Committee on Health and Human
Services
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2159 is
respectfully submitted to your committee.
HB 2159 would prohibit any test, questionnaire, survey or examination from containing
any questions about a student, parent or legal guardian’s personal beliefs on certain issues
including sex, family life, morality or religion, to be administered to any student enrolled in
kindergarten or grades one through 12 unless: (1) the test does not request any personally
identifiable student data; (2) the student is informed that participation is voluntary; (3) the parent
or legal guardian may opt out the student from participation; and (4) the results are reported only
in aggregate data.
The enactment of HB 2159 would have no fiscal effect.
