SUBJECT: Fiscal Note for SB 35 by Senate Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning SB 35 is
respectfully submitted to your committee.
SB 35 would amend existing law concerning elections and the mailing of advance voting
ballots. Under current law the deadline for receipt by mail of advance voting ballots by the office
of a county election officer is the last delivery by mail by the U. S. Postal Service on the third day
following the date of the election, unless the Secretary of State permits additional time. SB 35
would remove the ability of the Secretary of State to authorize additional time for receipt of these
ballots.
According to the Office of the Secretary of State, enactment of SB 35 would have no fiscal
effect on the agency. The Kansas Association of Counties is unable to speculate whether
enactment of the bill would have any fiscal effect on Kansas counties.
