Dear Representative Carpenter:
SUBJECT: Fiscal Note for HB 2036 by Representative Carmichael
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2036 is
respectfully submitted to your committee.
HB 2036 would amend existing law to authorize Sedgwick County voters to vote at any
polling place within the county beginning with the primary election in 2021 and continuing in all
elections even if the Secretary of State has not established rules and regulations for the 2021
election cycle.
According to the Secretary of State, enactment of HB 2036 would have no fiscal effect on
the agency. The Kansas Association of Counties states that enactment of the bill would implement
a change that was requested by Sedgwick County and would have a negligible fiscal effect as most
of the infrastructure necessary to implement the bill is already in place.
