Dear Representative Huebert:
SUBJECT: Fiscal Note for HB 2037 by Representative Coleman
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2037 is
respectfully submitted to your committee.
HB 2037 would enact Erin’s Law and would implement statewide standards for public
school teachers to receive annual training on identifying signs that a child may be the victim of
sexual abuse. The bill would require the State Board of Education to review and consider statewide
social and emotional standards for student instruction between appropriate and inappropriate
conduct, actions that a child may take to be protected from child sexual abuse, and methods for
reporting sexual abuse.
The Board would be required to submit to the Legislature a report of progress and any
standards developed by February 1, 2022. On or before January 1, 2022, the Board would be
required to adopt rules and regulations necessary to implement the provisions of the bill.

According to the Department of Education, the Board would appoint a statewide committee
to obtain input on what should be included in a child sexual abuse plan, which would require
$10,000 for meeting and travel expenses. The Department would also contract for the
development and dissemination of the guidelines and materials which is estimated to cost $40,000.
The total cost for implementing provisions of HB 2037 would be $50,000, all from the State
General Fund. Any fiscal effect associated with HB 2037 is not reflected in The FY 2022
Governor’s Budget Report.
