1 AN ACT concerning education; establishing Erin's law; relating to teacher
2 training and student instruction; identifying signs of child sexual abuse.
4 Be it enacted by the Legislature of the State of Kansas:
5 Section 1. (a) This section shall be known and may be cited as Erin's
6 law.
7 (b) The state board of education shall:
8 (1) Implement statewide standards that assure all public school
9 teachers annually receive training and education on identifying likely
10 warning signs indicating that a child may be a victim of sexual abuse; and
11 (2) review and consider statewide social and emotional standards for
12 student instruction on the difference between appropriate and inappropriate
13 conduct, actions a child may take to be protected from child sexual abuse
14 and methods for reporting any instance of sexual abuse. The review may
15 include, but is not limited to:
16 (A) The age of the students to receive the instruction;
17 (B) requirements for parental notification and the ability for a parent
18 to exclude a child from such instruction;
19 (C) best practices in instructional content and delivery methods to
20 achieve desired educational outcome; and
21 (D) collaboration with subject matter experts and child advocates.
22 (c) The state board shall submit a report of progress and any plan or
23 standards developed with regard to those items listed in subsection (b) by
24 February 1, 2022, to the legislature.
25 (d) On or before January 1, 2022, the state board of education shall
26 adopt rules and regulations necessary to implement the provisions of this
27 section.
28 Sec. 2. This act shall take effect and be in force from and after its
29 publication in the statute book.
