Dear Senator Warren:
SUBJECT: Fiscal Note for SB 9 by Senator Faust-Goudeau
In accordance with KSA 75-3715a, the following fiscal note concerning SB 9 is
respectfully submitted to your committee.
SB 9 would require law enforcement officers hired after January 1, 2022 to attend one of
at least two or more diversity meetings scheduled by the Kansas Commission on Peace Officers
Standards and Training (CPOST). The bill provides the requirements for participation and
selection of participants from minority communities.
The Kansas CPOST indicates that enactment of SB 9 could require modification of the
agency’s Central Registry in order to track attendance and completion of the meetings. The cost
of this modification is estimated to be $1,500. The Commission also reports that enactment of the
bill could result in additional expenditures for local law enforcement agencies for salaries and
travel to send officers to the meetings.
The Kansas Human Rights Commission reports that enactment of the bill would have no
fiscal effect on the agency. Any fiscal effect associated with SB 9 is not reflected in The FY 2022
Governor’s Budget Report.
