Dear Representative Carpenter:
SUBJECT: Fiscal Note for HB 2002 by Representative Highberger
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2002 is
respectfully submitted to your committee.
HB 2002 would enact the Interstate Compact on the Agreement Among the States to Elect
the President by National Popular Vote. Among other provisions, the bill would establish the
requirements for membership in the Compact, the right of the people in the member states to vote
for the President and Vice-President, the manner of appointing Presidential electors in member
states, and define terms used in the bill. The bill would amend existing law concerning the
convening and duties of the electors and require the electors of the President and Vice-President
to vote according to the presidential slate receiving the largest national popular vote total.
According to the Secretary of State, enactment of HB 2002 would have no effect on the
agency’s expenditures or revenues. The cost of any necessary updates to materials provided to the
general public could be paid for from existing resources. According to the Kansas Association of
Counties, enactment of HB 2002 would have no fiscal effect on local administration of elections.
