SUBJECT: Fiscal Note for HB 2015 by Representative Williams
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2015 is
respectfully submitted to your committee.
HB 2015 would authorize the issuance of a distinctive license plate to any current member of
the United States Army, United States Navy, United States Marine Corps, United States Air Force,
or United States Coast Guard who has separated and was honorably discharged or received general
discharge under honorable conditions.
The Department of Revenue estimates HB 2015 would increase its expenditures by a
minimum of $17,980 in FY 2022, which includes $3,500 for 70 hours of programming to modify the
Motor Vehicles Registration System; $2,400 for 100 hours of updating policies and procedures and
training materials; $7,680 for 320 hours of systems testing; and $4,400 for 200 hours to design a large
and small plate for each new distinctive license plate. The Department indicates it would incur
additional costs of $8.18 and $6.94 to print and ship each large and small plate, respectively.
Assuming 400 large plates and 100 small plates would be printed for each of the five new plates
designs, the additional print and ship costs would amount to $16,360 ($8.18 x 400 large plates x 5
designs) for the large plates and $3,470 ($6.94 x 100 small plates x 5 designs) for the small plates.
Any fiscal effect associated with HB 2015 is not reflected in The FY 2022 Governor’s Budget Report.
