Dear Representative Landwehr:
SUBJECT: Fiscal Note for HB 2483 by House Committee on Children and Seniors
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2483 is
respectfully submitted to your committee.
HB 2483 would prohibit persons licensed by the Board of Healing Arts, the Board of
Nursing, and the Behavioral Sciences Regulatory Board from performing conversion therapy on
any person under 18 years of age. A violation would constitute unprofessional conduct and would
subject the licensee to discipline by the licensee’s regulatory board.
The Board of Healing Arts indicates that HB 2483 would increase the number of
complaints the Board receives, which would require additional expenditures to investigate. The
Board would need to hire a part-time Special Investigator with salary and benefits of $16,325,
ongoing other operating costs of $1,200, and one-time costs for office equipment of $7,000 for a
total of $24,525 for FY 2021.
The Board of Nursing, Behavioral Sciences Regulatory Board and the Office of Judicial
Administration indicate that the fiscal effect from HB 2483, on their respective agencies, would
be negligible and could be handled within existing resources. Any fiscal effect associated with
HB 2483 is not reflected in The FY 2021 Governor’s Budget Report.
