SUPPLEMENTAL NOTE ON HOUSE BILL NO. 2451

Brief*
HB 2451 would change several license, bond, and
permit renewal fee deadlines related to livestock and
domestic animals from June 30 to September 30 of each
year. The bill would also allow the Animal Health
Commissioner (Commissioner), Kansas Department of
Agriculture (KDA), to recover the actual cost of official
calfhood vaccination tags. Finally, the bill would make
technical changes.

Renewal Fee Deadline Changes
The bill would change the renewal fee deadline for the
following licenses, bonds, and permits from June 30 to
September 30 of each year:
● Licenses and bonds to operate public livestock
markets and electronic auctions (Sections 1 and 2);
● Licenses and permits pertaining to the disposal of
dead animals (Section 3);
● Licenses to operate a feedlot (Section 4);
● Licenses to operate as a livestock dealer (Section
5); and

● Permits issued pertaining to the possession of
domesticated deer (Section 6).
Official Calfhood Vaccination Tags
The bill would allow the Commissioner to require
reimbursement for the actual cost of official calfhood
vaccination tags and charge a processing fee not to exceed
$0.25. The Commissioner would be required to determine the
processing fee annually.

Background
The bill was introduced by the House Committee on
Agriculture at the request of the KDA.
In the House Committee hearing, the Assistant Animal
Health Commissioner of KDA provided proponent testimony,
stating the bill would make the renewal date consistent with
other agency programs. He noted the KDA has been utilizing
the September 30 renewal via a budget proviso. The
Assistant Animal Health Commissioner also stated the KDA
now offers radio frequency identification tags for official
calfhood vaccination tags that promote disease traceability.
He stated, currently, the KDA does not have the statutory
authority to recover the cost for such tags. No neutral or
opponent testimony was provided.
According to the fiscal note prepared by the Division of
the Budget on the bill, the KDA indicates enactment of the bill
would result in $6,105 of additional revenue annually to the
Animal Disease Control Fund. Any fiscal effect associated
with enactment of the bill is not reflected in The FY 2021
Governor’s Budget Report.
