SUBJECT: Revised Fiscal Note for HB 2443 by Representative Victors
In accordance with KSA 75-3715a, the following revised fiscal note concerning HB 2443
is respectfully submitted to your committee.
HB 2443 would make any person who is enrolled as a member of the Kickapoo Tribe of
Indians of the Kickapoo Reservation in Kansas, the Prairie Band Potawatomi Nation, the Iowa
Tribe of Kansas and Nebraska or the Sac and Fox Nation of Missouri in Kansas and Nebraska
eligible to attend a public postsecondary educational institution in Kansas and pay resident tuition
rates.
The Board of Regents estimates HB 2443 would reduce tuition revenues to postsecondary
educational institutions annually beginning in FY 2021. However, the Kansas Higher Education
Data System does not track enrollment of Native American students by tribe. When considering
only those Native American students from the tribes listed in HB 2443, the reduction in tuition
revenue would be less than what was reported in the original fiscal note. The original fiscal note
reported a reduction in tuition revenue of $1.6 million annually beginning in FY 2021. Any fiscal
effect associated with HB 2443 is not reflected in The FY 2021 Governor’s Budget Report.
