SUBJECT: Fiscal Note for HB 2445 by Joint Committee on Corrections and Juvenile
Justice Oversight
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2445 is
respectfully submitted to your committee.
HB 2445 would amend the Child in Need of Care Code by expanding the definition of
“secure facility” to include county operated juvenile detention centers. The bill would also permit
the court to enter an order directing a child, who has run away, to be held in a juvenile detention
center for 24 hours with no extensions allowed.
The Department of Corrections and the Department for Children and Families indicate that
HB 2445 would not have a fiscal effect on the agencies. The League of Kansas Municipalities and
the Kansas Association of Counties indicate that the bill could have fiscal effect based upon the
number of runaways placed and what locations they would be placed in, but they are unable to
estimate what the fiscal effect would be. Any fiscal effect associated with HB 2445 is not reflected
in The FY 2021 Governor’s Budget Report.
