SUBJECT: Fiscal Note for SB 250 by Senator Faust-Goudeau
In accordance with KSA 75-3715a, the following fiscal note concerning SB 250 is
respectfully submitted to your committee.
SB 250 would amend the Kansas Act Against Discrimination by adding “race” and
“protective hairstyles” to the list of terms used in the Act. “Race” would be defined as inclusive
traits historically associated with race, including, but not limited to, hair texture and protective
hairstyles. “Protective hairstyles” would include, but would not be limited to, hairstyles such as
braids, locs and twists.
The Kansas Human Rights Commission indicates the bill could increase the number of
complaints filed with the agency. However, the Commission estimates that any increase to the
number of complaints could be absorbed within existing resources. Any fiscal effect associated
with SB 250 is not reflected in The FY 2021 Governor’s Budget Report.
