SUPPLEMENTAL NOTE ON HOUSE BILL NO. 2428

Brief*
HB 2428 would require the Board of Technical
Professions (Board) to promulgate rules and regulations to
set amounts of license fees. (Current law requires the Board
to annually set and adjust fees.)

Background
The bill was introduced by Representative Dietrich.
At the House Committee on Transportation and Public
Safety Budget hearing, Representative Dietrich gave
proponent testimony, stating the bill would require the Board
to place its fees into rules and regulations and would remove
the requirement the amounts of the fees be set each year.
The Executive Director of the Kansas State Board of
Technical Professions testified as neutral; he stated the Board
has adopted rules and regulations, effective January 17,
2020, that set its fees.
No opponent testimony was provided.
According to the fiscal note prepared by the Division of
the Budget, enactment of the bill would have no fiscal effect.
