SUBJECT: Fiscal Note for HB 2422 by Representative Williams
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2422 is
respectfully submitted to your committee.
Enactment of HB 2422 would establish central daylight saving time as the permanent
standard time for the state of Kansas beginning on the first Sunday of November after the effective
date of the bill. The bill would require the Secretary of State to monitor and publish a notification
of the enactment of any federal law that establishes year-round observation of central daylight
saving time.
The Secretary of State indicates that publication of a notification of enactment of a federal
law establishing year-round central daylight saving time is expected to cost approximately $100,
and the cost could be managed within existing resources. The Kansas Highway Patrol reports that
it could experience minor adjustments to its budget only when the time change takes effect. The
Kansas Department of Health and Environment and the Kansas Department of Commerce expect
no fiscal effect from enactment of the bill. Any fiscal effect associated with HB 2422 is not
reflected in The FY 2021 Governor’s Budget Report.
