SUBJECT: Fiscal Note for HB 2421 by Representative Williams
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2421 is
respectfully submitted to your committee.
HB 2421 would define “assistance dog” as a guide dog, hearing assistance dog or service
dog and not a therapy dog. Assistance dogs are required to be trained by an accredited facility,
trainer or school. The facility, trainer or school would need to be accredited by Assistance Dogs
International or a similar internationally recognized intuition.
According to the Kansas Department of Agriculture, passage of HB 2421 would not have
a fiscal effect.
