SUBJECT: Fiscal Note for HB 2415 by House Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2415 is
respectfully submitted to your committee.
HB 2415 would prohibit a healthcare provider who is evaluating or treating a patient from
inquiring whether the patient or any person they reside with keeps or maintains a firearm at their
residence. The healthcare provider could inquire whether the patient or any person accompanying
them possesses a firearm while on the premises of the healthcare provider.
The Kansas Board of Nursing states that enactment of HB 2415 would require revision of
some regulations and estimates a fiscal effect for the agency of less than $1,000. The Behavioral
Sciences Regulatory Board states that the provision of this legislation would have no fiscal effect
for the agency. The Kansas State Board of Healing Arts states that enactment of HB 2415 could
increase the responsibilities and workload for investigative, disciplinary, litigation, and
administrative staff, however, a fiscal effect cannot be estimated. Any fiscal effect associated with
HB 2415 is not reflected in The FY 2020 Governor’s Budget Report.
