SUBJECT: Fiscal Note for HB 2410 by House Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2410 is
respectfully submitted to your committee.
HB 2410 would require a state party delegate convention of the party of the Insurance
Commissioner or the State Treasurer to fill such positions should the positions become vacant
prior to the expiration of a term. The bill would also require the Governor to appoint a new
Insurance Commissioner or State Treasurer if the incumbent was an independent when elected.
According to the Insurance Department, the enactment of HB 2410 would have no fiscal
effect on the agency. The Division of the Budget reached out to the Office of the Secretary of
State and the Office of the State Treasurer for information regarding the fiscal effect on the
agencies but did not receive a response. Any fiscal effect associated with HB 2410 is not reflected
in The FY 2020 Governor’s Budget Report.
