SUBJECT: Fiscal Note for HB 2407 by House Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2407 is
respectfully submitted to your committee.
HB 2407 would require the board of education of each school district to include the
following in its adopted plan to address bullying: consequences and appropriate remedial action
for a person who commits an act of bullying; a procedure for reporting an act of bullying; a
procedure for prompt investigation of reports of bullying; and a list of appropriate responses to an
act of bullying. In addition, on or before July 30, 2019, a school district’s bullying plan would be
required to be published on its website with a link prominently displayed on the district’s home
page. The plan would be required to be distributed annually to parents and guardians who have
children enrolled in a district’s school. Finally, the bill would require the Department of Education
to keep on file the bullying policy of each school district.
According to the Department of Education, the enactment of HB 2407 would have no fiscal
effect.
