SUBJECT: Fiscal Note for HB 2405 by House Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2405 is
respectfully submitted to your committee.
HB 2405 would establish the Legislative Task Force on Bullying Prevention in Public
Schools and would include 25 voting members. The task force would advise and make
recommendations to the Governor, the Legislature, and the State Board of Education regarding
bullying prevention. The task force would be required to prepare and submit a report to the
Governor, the Legislature, and the State Board of Education by January 30, 2020, and each
consecutive January 30.
The bill would specify that the task force would meet no more than six times in 2019, and
not more than once a year in 2020, 2021, and 2022. If approved by the Legislative Coordinating
Council, members of the task force would be eligible for mileage and subsistence reimbursement,
as provided by law. The staff of the Office of the Revisor of Statutes, the Legislative Research
Department, and the Division of Legislative Administrative Services would provide assistance to
the task force. The authorization for the task force would expire on June 20, 2023.

According to Legislative Administrative Services, the enactment of HB 2405 would
require expenditure of $42,397, all from the State General Fund in FY 2020. Of this amount,
$7,084 would be for subsistence, salary, mileage, and associated expenses for legislators, $1,935
for a committee assistant salary and wages, and $33,378 for non-legislator mileage, subsistence,
and toll reimbursement. The agency assumes that six meetings of the task force would be approved
by the Legislative Coordinating Council and would occur during calendar year 2019 in Topeka,
KS. If meetings would be held in other cities, the fiscal note cost assumptions would change. Any
fiscal effect associated with HB 2405 is not reflected in The FY 2020 Governor’s Budget Report.
