Dear Senator Estes:
SUBJECT: Fiscal Note for SB 229 by Senate Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning SB 229 is
respectfully submitted to your committee.
SB 229 would abolish the Capitol Area Plaza Authority and transfer all functions of the
Authority to the Department of Administration. Any reference to the Capital Area Plaza Authority
in statute, contracts or other documents would apply to the Department of Administration. Under
current law, the Capitol Area Plaza Authority includes the following members:
1. One member of the House of Representatives appointed by the Speaker of the House of
Representatives;
2. One member of the Senate appointed by the President of the Senate;
3. One member of the House of Representatives appointed by the Minority Leader of the
House of Representatives;
4. One member of the Senate appointed by the Minority Leader of the Senate;
5. The Secretary of Administration;
6. A representative of the city government of Topeka appointed by the Topeka mayor;
7. A person experienced in land use planning appointed by the Governor;
8. The Judicial Administrator of the courts; and
9. Five members appointed by the Governor who have qualifications the Governor considers
appropriate.

The Department of Administration indicates it would be able to carry out all functions of
the Capital Area Plaza Authority within existing resources.
