SUBJECT: Fiscal Note for SB 212 by Senate Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning SB 212 is
respectfully submitted to your committee.
SB 212 would require the Attorney General to appoint a Kansas Victim Information and
Notification Everyday (VINE) Coordinator who would be responsible for working with interested
parties, including sheriffs throughout the state, to oversee the implementation and operation of the
VINE system. The Attorney General would be allowed to appoint a five-member advisory board
to make recommendations for the implementation of the VINE system. One member would be
required to be a victim advocate and one would be required to be a representative of the Kansas
Sheriffs’ Association.
The Office of the Attorney General indicates that enactment of SB 212 could result in
additional expenditures of $96,854 to hire 1.00 VINE Coordinator FTE position. Of this request,
$76,236 would be for salaries and wages, $6,940 would be for office rent and furnishings, $6,515
would be for travel expenses, $3,663 would be for information technology costs, $2,000 would be
for training, $1,300 would be for office supplies and printing and $200 would be for professional
licensing and publications. The agency states that it currently has an employee who carries out
some of the functions of the VINE coordinator who is funded by a federal Violence Against
Women Act Grant. If funding for the grant became unavailable, the agency would require funding
from other funds used for Victims Services Division or from the State General Fund. Any fiscal
effect associated with SB 212 is not reflected in The FY 2020 Governor’s Budget Report.
