SUBJECT: Fiscal Note for SB 211 by Senate Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning SB 211 is
respectfully submitted to your committee.
SB 211 would require the Attorney General to appoint a Kansas Youth Suicide Prevention
Coordinator who would be responsible for identifying, creating, coordinating, and supporting
youth suicide awareness and prevention efforts throughout the state. The bill would outline
initiatives the coordinator may pursue, including developing a website and phone application,
developing multidisciplinary and interagency strategies, organizing events and disseminate
information to prevent and address youth suicide.

The Office of the Attorney General indicates that enactment of SB 211 would result in
additional expenditures of $100,924 to hire 1.00 Youth Suicide Prevention Coordinator FTE
position. Of this request, $82,346 would be for salaries and wages, $6,940 would be for office
rent and furnishings, $4,475 would be for travel expenses, $3,663 would be for information
technology costs, $2,000 would be for training, $1,300 would be for office supplies and printing

and $200 would be for professional licensing and publications. The agency states that it would
require the individual to have at least a master’s degree based on the duties described in the bill.
Any fiscal effect associated with SB 211 is not reflected in The FY 2020 Governor’s Budget
Report.
