Dear Representative Clark:
SUBJECT: Fiscal Note for HB 2362 by House Committee on Veterans and Military
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2362 is
respectfully submitted to your committee.
HB 2362 would establish the Kansas Military and Veteran Task Force. The task force
would advise and make recommendations to the Governor, the Legislature and the Governor’s
Military Council regarding matters of military installations and veterans’ issues in Kansas. The
task force would be composed of 23 members, including four legislators, to be appointed by
September 1, 2019. The Executive Director of the Governor’s Military Council would serve as
chair of the task force and would be required to call an organizational meeting on or before
November 1, 2019. The task force would subsequently meet on a quarterly basis prior to scheduled
meeting of the Governor’s Military Council. The provisions of the bill would expire on September
1, 2024.

The Kansas Commission on Veterans’ Affairs, the Adjutant General’s Department, the
Kansas Department of Transportation and the League of Kansas Municipalities all indicate that
any additional costs related to staff time and travel would be negligible and could be absorbed

within current resources. Legislative Administrative Services states that enactment of HB 2362
would require additional expenditures of $9,445 from the State General Fund in FY 2020 for
salary, subsistence, mileage and tolls for four legislators for four meetings. Any fiscal effect
associated with HB 2362 is not reflected in The FY 2020 Governor’s Budget Report.
