SUBJECT: Fiscal Note for HB 2366 by House Committee on Rural Revitalization
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2366 is
respectfully submitted to your committee.
HB 2366 would require a ground ambulance to be staffed by an emergency medical service
provider, or other healthcare provider, and an apparatus operator when transferring a stabilized
patient between hospitals in a rural area. The bill would require an apparatus operator to complete
an emergency vehicle operator course prior to transporting patients and to complete a refresher
course approved by the Board of Emergency Medical Services every two years. In addition, the
bill would define the terms “apparatus operator,” “healthcare provider,” “rural area,” and
“stabilized transfer” and would allow the Board to adopt rules and regulations necessary to
implement the bill.
According to the Board of Emergency Medical Services, enactment of HB 2366 would
have no fiscal effect on the agency. However, the Board notes that the bill could result in fewer
individuals becoming certified as emergency medical responders because they may choose to
become certified as an apparatus operator instead, which has fewer requirements. If this were to
occur, the Board indicates it would result in a decrease in revenue from fees associated with such
certifications. The Board also notes that local governments would likely be required to fund the
provision of an initial emergency vehicle operator course and a refresher course ever two years
and that similar courses range from $72 to $99 per student.

The Kansas Association of Counties and the League of Municipalities indicate that
enactment of the bill could have a fiscal effect on counties that operate or fund an ambulance
service. However, the fiscal effect cannot be estimated. Any fiscal effect associated with HB
2366 is not reflected in The FY 2020 Governor’s Budget Report.
