SUBJECT: Fiscal Note for HB 2357 by House Committee on Health and Human
Services
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2357 is
respectfully submitted to your committee.
HB 2357 would exempt out-of-state licensed healthcare professionals from Kansas
licensure requirements when traveling with a sports team.

The Kansas Board of Healing Arts states that the bill would require the agency to research
and draft new rules and regulations. The Board further states that enactment of HB 2357 would
result in additional reports and complaints regarding practitioners alleged to have violated the law.
In order to research and assist with drafting rules and regulations, an additional 1.00 FTE Legal
Assistant position would be required. The Board estimates annual salary expenditures for the new
position of $47,023. Annual additional operating costs for phone, email, and internet access are
estimated at $1,200. One-time costs in FY 2020 of $7,000 for furniture and equipment, $1,260 for
public hearing and publication costs, and $1,000 for creating applications and forms would also
be required. The total estimated cost for implementation of the bill would be $57,483 in FY 2020

and $48,223 in subsequent years. Any fiscal effect associated with HB 2357 is not reflected in
The FY 2020 Governor’s Budget Report.
