Dear Representative Waymaster:
SUBJECT: Fiscal Note for HB 2341 by House Committee on Appropriations
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2341 is
respectfully submitted to your committee.
HB 2341 would amend the Kansas Administrative Procedure Act. The bill would prohibit
a public employer from establishing conditions on when an employee could join or resign from an
employee organization that acts as the exclusive representative of a unit. An employee would be
permitted to resign at any time and the resignation would become effective 30 days after the date
of sending the notice by first class mail or other means deemed acceptable by the Public Employee
Relations Board.
The Department of Administration, Department of Labor, League of Kansas Municipalities
and the Kansas Association of Counties indicate that HB 2341 would have no fiscal effect.
