SUBJECT: Fiscal Note for SB 172 by Senate Committee on Ways and Means
In accordance with KSA 75-3715a, the following fiscal note concerning SB 172 is
respectfully submitted to your committee.
SB 172 would increase an employer’s liability maximum for a worker’s compensation
injury from $500 to $2,000.
The Kansas Department of Health and Environment estimates that SB 172 would increase
costs to the State Self Insurance Fund by $88,597 for FY 2020. The estimate is based upon the
number of 2018 claims that reached the $500 limit or were still open for payment. The Kansas
Insurance Department estimates that the bill would increase expenditures from the Workers
Compensation Fund by less than $10,000 in any year. The League of Kansas Municipalities and
the Kansas Association of Counties indicate that SB 172 would have a fiscal effect because it
would increase the maximum amount of worker’s compensation payments. However, no
information is available upon which to base an accurate estimate. The Kansas Department of
Labor indicates that SB 172 would have no fiscal effect on the agency. Any fiscal effect associated
with SB 172 is not reflected in The FY 2020 Governor’s Budget Report.
